Offshoring is as cyclical as onshoring. These concepts align with the management approach deemed appropriate at the time. Offshoring responded to cost pressures as the company moved to restore its 'investment grade ratings.'

If delays in these critical maintenance checks prevent aircraft from making revenue flights, the emphasis will change from a cost to a value proposition to suit the business circumstances.

My reading of commentary is that airlines rely more on these maintenance checks, given the delays of new aircraft deliveries, which don't seem, or haven't been, resolvable in the foreseeable future. Essentially, demand is growing in a supply-constrained environment.

Ultimately, it is a business issue to ensure that there is a capability to service the airline fleet's requirements.
