As a Qantas Club member is there a Qantas club at Osaka (KIX) airport? able to use it on a JQ flight?

Qantas does not operate out of KIX, so there is no Qantas Club there. JQ will have an arrangement with a local lounge provider for their Jetstar passengers. However, I do not believe a Qantas Club member flying JQ Economy class will get lounge access at KIX.

Qantas operate codeshare flights out of KIX on Jetstar metal. If flying on the QF codeshare would you not be able to access the JAL Sakura lounge?
Starclass passengers have access to the Asuka lounge.

Technically not. Qantas Club gets you into QF, BA and AA lounges when departing with those airlines. The JAL lounge is not a QF lounge.

And if the pax is a QF Gold or Platinum member, they are only entitled to use the JL lounge if flying on a OneWorld operated and marketed flight. JQ is not a OneWorld airline, so does not meet that criteria.
 
Yes, certainly the Asuka lounge.

Little food - in January, I actually headed out and purchased something filling to eat.

And also the Pacific Lounge, when your flight is running 100 minutes late & the Asuka lounge closes.

I agree, the food was almost non-existent when I was there. A few crackers and some packaged cheese.
On the plus side, it's a quiet, comfortable little lounge with TWO beer pouring machines, Kirin and Asahi.
The toilets are quite inadequate too. One male and one female. The sort where you go in and lock the door, so only one person can use it at any one time. Not good when you're making full use of the beer machines and somebody's sitting on the can for 15 minutes. A quick trip to the public toilets outside was required.
