My husband and I are travelling with Cathay to Rome via Hong Kong. Are we both able to access club lounges in Hong Kong and Rome Cathay and British Air airports if I purchase a guest card as the club member?
 
I assume you're husband only has QANTAS Club and not QANTAS Gold (SG) or QANTAS Platinum (WP).

You shouldn't be able to access any lounges as you're flying CX. You can try, but the official policy is no.

NB, you don't need a guest card to bring in 1 guest, if you're flying together. See here:
In addition to Qantas Club lounges, you can relax in British Airways lounges^ (Terraces and Executive Club lounges) and American Airlines® Admirals Club lounges.

To access a partner airline lounge, simply present your Qantas Club card or Platinum or Gold Frequent Flyer card at check-in and again with your boarding pass at the lounge reception. You may also invite a guest. Note: both you and your guest must be travelling together and have onward travel that day on a flight marketed and operated by the partner airline whose lounge you wish to visit.***

You will have no lounge access through Qantas Club membership flying on CX

You need to have QF Gold status to be able to use lounges when flying CX

Pardon my ignorance but does this include flying on a CX flight under a QF flight number?

The reason I ask is because HKG-FCO is codeshare between CX and QF

The only way you can enter is with Oneworld Sapphire or Emerald Status, or if you're flying Business or First Class.

10.1 Qantas Club Members are entitled to access The Qantas Club lounge in the departure port when the Member's next onward flight on that day is with Qantas, a QantasLink or Jetstar service.

A Qantas Marketed flight would be valid for Qantas Club access; it doesn't have to be operated by Qantas

For access to BA or AA lounges, need to be departing on a flight marketed and operated by the applicable airline

You or your husband will be able to access Qantas club or any of the One world Lounge if either one of you have reached Gold status on Qantas or any of the one world partner airlines. You will be able to access Qantas clubs in HK or wherever only if you fly Qantas.
