The official answer is no, the paid Qantas Club card will only give you access when travelling on Qantas, British Airways, Jetstar or American Airlines.
You could always try though, but you will most likely be turned away.
Unless flying Business Class, or you're OneWorld Sapphire or OneWorld Emerald, I can't think of any other way to access the lounge before flying Cathay.
