Been discussed at length above, most common conclusion is as [USER=57875]@sudoer[/USER] said... It's a complete coughshoot. If any SCs land in your account consider yourself lucky. I've flown Explore Japan Passes at both levels, regular Y and J and couldn't highlight a consistent approach.
