Short term car Insurance in UK

Leaving for uk and can have the use of one of my brothers cars that is taxed and MoT'd but uninsured. To insure it myself would cost somewhere in the region of £800stg to £1400stg . His insurer will not let him insure a 2nd car unless he takes out a new policy and the moment my licence details go onto the policy the premium goes through the roof.

After much messing around I found dayinsure.com and can get 28 days cover for £137 which is less than half the cost of a rental for the same period.

I have an expired UK licence but since they went to a central authority years ago it appears I cannot renew which would have resolved the issue. I have to sit another test .
I am planning to go over the France for a few days and it seems cheaper to park in Dover and get a rental in Calais than pay for the car on the ferry plus the excess Insurance .

I think Ill renew my Brit passport .. just in case.........Wish I had done so with my licence.

Now here is the bit that drives me CRAZY.

The day insure is run by Aviva who want a massive premium to insure directly and Aviva also own an Insurance co over here. Wouldnt ya think that there would be a reciprocal insurance arrangement for say 10-15% loading on the local policy?
In UK and Europe I can rent a car NP , drive on my OZ licence NP and be insured.
Why then is it so bloody difficult and costly to get insurance for a private car ? *sigh*
