Avalon already has international capability, but whilst it is a great airport for serving Geelong, not so great for the majority of MEL, as there is only a relatively small population that is closer to AVV than to MEL (even in the rapidly growing western suburbs, the geography relative to MEL is not great). There are proposals for an airport located near Koo Wee Rup to the SE of Melbourne which would serve the SE and Gippsland, but it's quite some time away.
