I holidayed in Taiwan recently and did some quick research on SIM Cards beforehand. I found this page useful: Taiwan - Prepaid Data SIM Card Wiki - Wikia
It's important to note that substantially better deals can be obtained by tourists by purchasing from the phone company counters in the airport (at TPE) before clearing immigration. When I visited, there were three companies with stands and I purchased the cheapest one - paid about NT$300 (about A$12) for a 4G data-only SIM with no calling or SMS credit, valid for a week. The company providing it was Asia Pacific Telecom, although I think they go by the name 'GT 4G'. Had great download speeds everywhere I went. Just had to show passport and boarding pass.
My understanding is that these type of deals may not be available in the shops in the city centre - or if they are, it may be challenging to ask for them without knowledge of Mandarin.
