Fewer deaths because the ground rises quickly behind the bay front commercial are so limited buildings at great risk.A lot of the tourist accommodation is on higher land so tourists could come.They often had associated restaurants.However a lot of the commercial activity is on the Bayfront and they certainly did suffer a lot of damage even though the tsunami wave was only 3.8 metres there.The railway is also on higher ground here as well but unfortunately was damaged in lower sections between Sendai and Matsushima.It was repaired reasonably quickly.
The efforts to get people to come in the months after the tsunami was because the hotels etc were basically spared but tourist visits fell 90% for the rest of 2011.
The Aquarium has now succumbed to the damage it got.Was struggling to operate last year but this is it this week from Matsushimakaigan station-

In Sendai the tourist offices are recommending visits to Matsushima to help their financial recovery and many restaurants in the area promote a seafood dish to also help Matsushima.
Compared to total devastation in other towns/cities it got off lightly.Far from true. It escaped quite lightly compared to neighboring areas thanks to some fortuitous positioning. Not meaning to trivialize the few deaths that occurred there, but a couple of weeks later the town was keen to see that things were back up and running by Golden Week, and they managed that in just over six weeks.
