Tiger flexi "upgrades"

Noticed that Tiger offer a flexi upgrade that allows you to change your flight in case of "life's little uncertainties". Given that they charge something like $250 for this (up to 5x the cost of the actual flight), I was just wondering if anyone has ever actually paid for this?
