UK Budget Car Hire ripoff?

Have I got cause to complain?
In Feb I hired a car with UK Budget for a car in Germany, automatic with a sat nav.
When I got to Nurnberg I was given a car which had sat nav installed but then I was charged a counter charge for hire of the sat nav of Euro48.
I have written twice to UK Budget but have been told that a I had asked for sat nav and was given it then I have no grounds for complaint on being charged for it.
I am sure Budget doesn't rip out the sat nav when the hirer doesn't ask for it.
Am I being too precious with this? Should I just put it down to experience?
I would appreciate advice if I should escalate the complaint.
 
Kind of like paying for an exit row seat. There's a chance you might have got one for free anyway, but if you're prepared to pay up front for it no company is going to turn you down.
 
Reverse for me.
Twice in past 7 European hires, I've been given a vehicle with factory satnav, without asking or paying.
In one case, a Volvo, I was two days into the trip when the car binged at me while "speeding" through a small village (at 2mph above the 30mph limit). I hadn't even noticed it was fitted and wasn't told at pickup.
As always YMMV
