It seems that all Amex cards are reducing the points earn at present .
just received a letter saying the max monthly earn is being capped with my Westpac card
are there still any amex cards that have a 1:1.5 qf earn

Just wait until May/June unless your renewal is between now and then.
If Westpac does not offer you something that suits you by then ask for a refund and get onto the Qantas site to see which credit card in their site summary suits your circumstances. Westpac has a Black MasterCard and Amex coming but that may not suit you.

Westpac Krysflyer for one.

The westpac one still earns at 1.5. Just they have an extreme limit on the total earn. The cap is so ludicrous that just about any card earning 1.5 point /$ on the Amex is going to be a winner.

Besides those mentioned there is a NAB card that works.
