I believe it is defined as plus or minus 5 minutes by BITRE for stats. But yes, it is frustrating the way the airlines interpret it!
I think 15 mins. Wish my boss thanked me for being on time when I'm 15 mins late to meeting.
Ahh, but being a railway man you may have a different definition of on time
(4 minutes 59 seconds is the measure for passenger rail services in Melbourne!)
