WP requesting U award seat to be released

Thinking of trying to call up WP Desk to try to get some seats released SIN-LHR but wanted to confirm some facts here -
Understand that normally, a WP can request a U award seat in business to be released only if there is I class available?

Not sure about that as a hard and fast rule - I have been unable to get a seat released when a flight was showing I9.

However, I have been able to get an additional seat released when I was seeing I9 U1 (I needed U2).
 
Not U class, but similar to serfty i was able to get an extra Z seat released when only Z1 was showing...I needed 2. From what I can gather, all they do when you call is create the booking in the class you want and then they submit it (like a waitlist I guess). The system then either confirms the allocation or it doesn't. So no harm in asking regardless of what availability is showing as it's pretty fluid.

From my experience it has nothing to do with purely I, U, J or D availability, but a mix of actual (I/C/D/J) and historical trends for that flight at that time of year.

I've had flights with I9 where they declined a request to open a U seat, yet another flight which was J4 I0 U0 and the seat was released.
