ILS at OOL Approved

Every QF aircraft that flies there is capable of flying a GLS approach. I expect QF would have preferred the installation of a GBAS, which would have allowed much greater flexibility, cost less, and probably offered lower minima...and to both runways.
 
Now every pilot can land in OOL including those who can't manually fly aircraft without Autopilot and ILS

Will aircraft be allowed to autoland with the proposed ILS sydtem

If they can't fly without autopilot and ILS, you're probably much better off ensuring that they have them!

My expectation would be no, but that doesn't actually mean it can't be used for an auto land. Anyway, given the first paragraph, how else would they ever land?

Other than what I assume is high costs involved, I'm not sure why they don't just install the system themselves and then if anyone else wants to use it, charge them a fee!

Don't airports charge landing fees?. The suggestion may not work so well. Pilots would know. The landing mode VFR or ILS may be dictated by ATC, and pilots may not have a choice
