Charges made by nations for use of their airspace

In the 'Ask the Pilot' thread jb747 noted that countries charge airlines for use of their airspace which I and at least one other wasn't aware of. markis10 posted a link to some Australian charges (including landing/departing): here

Can you help us interpret this, markis10? Do all those charges go to the federal Govt? I would have thought 'fire and rescue' would be an airport owner's charge.

A bit cheeky to charge GST for over-flying charges (I guess those are the one called 'en route'?). Would have thought it would be akin (or more!) to buying an overseas ticket - no GST.
