Waiting time between applying credit card

I'm curious about the ideal period between applying for ANZ Rewards and ANZ Qantas cards, as well as between NAB Rewards and NAB Qantas cards, considering that you can get sign up bonuses for each program with the same bank due to different T&Cs.

E.g., Would it be better to apply for ANZ Rewards, wait for 1-2 months, and then apply for ANZ Qantas, as holding the first card already means the bank may not run another credit check for the second card?

It would be great if I could avoid those additional credit checks since the banks have been fussy with my income and payslips.

I've held both ANZ cards simultaneously. So no need to wait. I would always expect separate credit checks. But these mean little to nothing.

2. I have tried applying with closure letter in hand when application was declined, rang them and asked them to reasses, as based on lending ratio of 33% of salary (the closed card was 17,500, and the applied card was 6000 HSBC, 15000 ANZ, 10,000 citi and 6000 Qantas.
Interested in the 33% figure quoted here. Is this a generally accepted rule of thumb or guideline as to how much credit card borrowing capacity someone has? Been curious about how much I can apply for.
