USA travel - kids under 3

Hi guys.
I'm going to the USA in November with my kids who are 6 and 4.
We are all vaccinated except for the youngest who can't be vaccinated yet as it's not approved for her age group yet.

The requirements state that under 18 are exempt but further down the page it says that you can be required to test a few days later or quarantine and this is dependent on the exception.

Anyone know what this means? I'm so confused as to what is going to happen.
