I have both cards, was about to dump the Platinum though. Any idea where this originally came from, whose family and friends is it really intended for (and I dont just mean OzBargain). May have to get my wife onto this though lack of signon points is a bugger.Yes saw this too. Applied for Signature even though I already have Platinum fee free for life. Great card to earn Krisflyer I think.

I am an existing Citibank Platinum card holder fee free for life. I just applied the Signature card via the link last night. Just called Citibank and they said I don't need to provide any documentation and is already approved. They will send me the card over next few days.
So existing card holders can still apply, you just need to apply as new application rather than upgrade.

Complimentary Rewards Program
Domestic: 1.5 reward points per $1 spent (if Balance Transfer offer is chosen) or 3 rewards points per $1 spent for 6 months (if Purchases offer is chosen). Reverts to 1.5 rewards points after the promotional period)
International: 4 reward points per $1 spent
Are all these benefits of normal Signature Card (with Annual Fee) are available on FandF offer?

The wine from the dining program is explicitly shown (although in an ad-like manner) of the bottom of the page for me, so I'd assume you get that. I'm not certain about the other normal benefits, but I'd hope so.
