That's an exciting (nice) little development. Whilst it doesn't make too much difference in a lot of cases, as AMEX wasn't enforcing its rules, it is good to see it formalised. And it will certainly help in the case of someone holding a Platinum charge card and applying for an Edge credit card. Under the previous rules (and their implementation) you were very unlikely to get the sign-on points - now you will :-).

So all up nice one AMEX! :-)
 
As long as Amex doesn't enforce the rules, it is happy days for everyone who applies.
 
This is really good news. When I upgraded my edge to charge I hesitated before taking the plunge (and got the points luckily) so the new wording would make it clear once and for all.
