Can Velocity status credits be earned when booking directly with Singapore Airlines? Assuming Velocity details are provided.

Yep! Just put your Velocity number down and you are good to go.

Pretty sure when you are checking in 48 hours prior to departure it asks for your details

Thats great. I also assume Singapore airline sectors count towards Velocity sectors.

As far as I'm aware, if it comes up in the velocity mileage calculator. Eg. Singapore - Barcelona or Singapore to London, then yes these sectors will earn points and SC's

I am also assuming flights don't need to originate in Australia to earn sectors and status credits ....the flight that I am interested is SIN to FCO return.

I don't think it needs to originate in Aus, defeats the purpose of having a partnership with Singapore Airlines. However, I don't know enough about VA to confirm for you. If you have Facebook - I suggest Facebook messaging Velocity Frequent Flyer, they are usually pretty quick to confirm and I have asked them a few questions and have been helpful.
