I have stayed at a few hotels in Japan in the IC chain and i rather like the CP at NRT as a stop over hotel if you just want a bed, cheap and clean.

I have also stayed at the ANA IC near Rappongi (called ANA IC Tokyo) and i rated it very highly and rates are not always sky high, i have yet to try the Tokyo Bay one but i almost was there this week till my trip was cancelled.
