Hard to say. The aqua coloured thing in his left hand appears to be a bag.

In his right, what looks like a spear fishing implement.

So fishing is a possibility, but so too is some kind of rubbish collecting.

He/she is spearfishing, the bag is for the fish - likely flathead or flounder

Interesting. I wouldn’t have thought it would be permitted in that area.

The beach in the background of the first pic is a swimming beach popular with families with young children because there’s no waves.

Hey Dr. Ron are you early risers or are the streets really that empty? I remember our Madrid trip some 6 years ago and those tourist type buses were always chockers even at 9 or 10 am.

Yes around the tourist areas in is that empty. The tourist bus after the first trip had very few passengers.
