I have placed an upgrade from Flexible Economy to premium economy on QF1 to London. There is currently no seats available in premium economy for sale.

I thought it was more likely to receive the upgrade to the next class, but given there are more seats available in business, would I be better off swapping the upgrade request to business class?

I am a silver FF

Did you get the opportunity to submit an upgrade request for both J and PE?
Of so that's your best chance.

This is because people in PE will submit a request to J and they will be upgraded before you. This means that a PE seat will then be free for a person to be upgraded into.

Thank you! it appears that Qantas only allows one upgrade request, so i cannot elect both. I thought it best to request the lesser of the two.

Note that nothing will happen with your upgrade request until 24 hours before departure, whereas higher tier upgrades may get processed sooner (up to 3 days ahead for WP and 7 days for P1). So you might want to wait until around T-48 to see what's available then in terms of whether to attempt business or PE. Given what I understand about the extremely high demand for business upgrades on these flights, some of which might be the people currently sitting in PE, I would recommend going for PE as a Silver FF.

You can request buisness and there is an option to tick PE. Out of my last 6 flights it’s 50/50 as to J vs PE. I also have been upgraded at the gate so worth selecting that too
 
Also note that just because it may appear right now there are no seats available in J or PE, it's possible that an upgrade cascade (starting at F) can happen opening some seats and/or cancels/changes in J (and less likely) PE to open seats up. While I agree it's going to be unlikely, but nothing available doesn't always mean that will stay the same by flight time. Be sure to select the option to have the upgrade request up to the gate checked.

I agree with the others re putting in a J request - a PE option will be available (if J isn't available).
