Would like to know whether it is better to book and pay for a more expensive room then apply for an upgrade to the Executive Floor or just pay for the cheapest room and then request the upgrade. Which has proven for our members to be the most cost effective method to be used.

Are you talking about paid upgrades? It that is the case I would play around with the bookings to see what the costs are in terms of difference, I would imagine the cheaper rooms would be more expensive to upgrade and by that reasoning also be more attractive to the hotel in terms of pecking order for only approving some upgrades, as its likely to raise their average room rate for the night which may be tied to internal incentives on the management contract.

Remember that the e-standby upgrades are subject to availability and not guaranteed.
I don't know if if there is priority given to upgrades based on the type / cost of original booking or what role HH status plays (ie like the fare class + status on QF award upgrades).
The most cost effective is always the cheapest room tariff + e-upgrade, provided you can live with the room booked if no upgrade is forthcoming.

Thanks guys - never one on taking too many risks. Itds for Dubai Jumeirah so probably better paying for the better room?

I don't know the property, but for a no risk exec floor room book it AP, also have a look at the Hilton Honors site to see if there are any specials on.
