I can only answer q1 - yes you will get 25% more of the "total points" for that booking. I try to hold out until there is a 9 point sale, then make as many bookings as possible as my PC+ gives me an additional 50% so 13.5 points per $ spent on a 9 point sale. Please note my comments up thread...
