Nothing to do with cash- they have have a surcharge free way to pay. They are welcome to charge a cash surcharge too, as long as jetstar Mastercards are fee free they meet their obligations. (Which is what Jetstar do)

TA should be fine to do it but you probably need to go in person. You’d pay half now, max out the card, load it up same day and the pay the same again.
