Yep, I believe this is the reason as well. Yes, you should have your normal guest allowance. I had no problems guesting my friend - she was on a different QF flight departing SYD. She did, but she doesn’t have access to the Dom J, so I guested her in.

I just got rejected on-arrival access at the Sydney QP. Lounge dragon had “never heard of on-arrival access”. No problems at the Dom J lounge, where the attendants agreed that I should have been allowed in the QP as well. I wasn’t bothered to go back and argue at the QP - I went there first...

It may take a while for Fiji and Hawaii to come on board and start making award seats available to partners. You can look at starting in Japan as well - I have seen 3 award seats on JL flights before. AY (Finnair) also release 3+ award seats on long haul flights regularly. Not sure if it helps...
