I generally don't risk it for council rates. I've had a few instance on other cards with no problems, but it is dicey and ringing for clarification from their service desk is akin for asking their opinion on whether Essendon FC will win another game this year.

Confirm that those payments (even when postbillpay --> Paypal) was removed for points earn! These systems are getting smart at picking up the gov spend.
