Not yet but my notification did state:
Your prize of 12,500 Velocity Points will be credited to your Velocity account within 10 weeks from us receiving your Velocity membership number.

I’m also a winner, had it verbally confirmed by Citi but yet to receive the points.

I want to cancel my Citi CC, does anyone know if I do if I will still receive the points?

Trying to read through the terms but not sure if I can find anything that is relevant...

Looks like my points balance has just gone up by exactly 12,500 but I can't seem to find the line item in the activity statement... Anyone else?
 
Mine has increased by 25k, the transaction is dated 7 July 2021 (it's 25k and labelled Citibank Credit Card Bonus Velocity Points, it can't be anything but this).
 
Opened the Virgin app but still wasn't showing any increase in points. Went to 'Velocity Activity History' and it just refreshed with 25,000 points!! Woohoo
 
Seems I missed the original email but I've won 25k, can't complain! Citi sent a new email prompting me for my Velocity number, so check your inbox if you haven't already won! You had to give them your Velocity number by 28 October, so don't delay. 😉
