Baldmans offer letter is a good tactic, when you have mainly just one creditor. Arrangements and offers of settlement to not poison consulting ability down the track , and can also have strict confidentialy clauses - such as not reported externally.
Its a little harder nowadays, as computerised risk management, and the autodrones do not really having any authority/empowerment anymore.
So for modern day use, putting in the payment plan, before springing this, may be better. Then computer will say refer to 2nd level/caseworker xx_x.
Even if not in jail yet, many jails and correctional facilities have function rooms available for hire - for instance - so you can get married / special occasions and have your friends over, or have private treatment - or a party / banquet to treat your other ex's . Try giving em a call, because a couple of your creditors are owed cartons of ciggies..
Just be aware, visiting can be nasty and unpleasant.
On the mental health front, seriously, I feel for your friend, as Tax/Centrelink/local council assume friend can write/manage affairs, and don't have specialist mental health areas. By definition if they cannot deal with affairs then they have an illness, but don't get the support However a letter from the mental health unit, stating some issues is all good stuff, as is a letter from local GP.
Your job is to convice them the money on the table now, may not be there in a months time, should you have another episode of living the high life, or blowing the lot at Rooty Hill RSL pokies. Indeed, using ATM's at these establishments, should trigger another pressure point.
