It so happened I received an account(!) cancellation confirmation email from Amex today by mistake (I called to cancel two additional cards, not the account). There is no mention of reinstatement option.Recent experiences suggest still available. Cancel letter even specified this was an option.
I called the 1300 number on the email and was assured that the account is still in good standing and oddly, the agent seemed well aware of the mistake as soon as I mentioned my concern. He confirmed back to me the details of the two cancelled additional cards in no time!
