I don't think you have to wait for 3 months , did you try checking on chat with Amex Customer service ?

They should offer the Reserve as part of the Charge application process to get it done with only one credit check. Guess it's a 'hidden' feature they don't want to advertise widely.

Called them today to enquire how i apply for the additional reserve card and at first she started talking about 4 additional supplementary card for free like she didn't know what I was talking about. Then she said "Oh yes, Sir, being a platinum charge member, you can apply for the reserve card for free".
