I am not aware of any web site you can use to book a LxCIR29SA or a LxONE4 on-line. So you will need to book through an agent or an airline.
If it was my money being spent, I would be calling the AA Round-The-World desk and booking it with them. AA do not charge as much in fuel surcharges (the believe fuel is part of the ticket cost and the competition levels in the USA mean they need to keep it that way).
All of my xCIRxx and xONEx fares have been booked through our corporate TA and they have always used QF to bounce off the rules and tax/surcharge calculations.
