The kiosks are - however there is (well, was two weeks ago) a JetStar business lane at MEL. If they're at J (they usually are), it's just to the right of the main customer service desks.
For two class international flights out of Australia, Jetstar has generally had a dedicated Business Class counter; this goes back to the days of StarClass.

Yes they do.

And they should give you a priority card for security clearance as well. They sometimes forget - so ask if they don't!
 
When I flew the Flounge flights (Melb-Syd and Syd-Melb) in February there was no priority lane cards - the queues were short so it didn’t really matter
