Some of QR’s rules can be confusing and I must admit I’m not across them all but contrary to most other people I do prefer class of service lounges to class of status lounges.
I still haven’t visited all the lounges in DOH as we have pretty much always had access to the Al Safwa so just head straight there and can’t be bothered moving
 
In December last year I was turned away from Qatar's lounge in SIN even though I was flying J with JAL and have OW Emerald status - they told the lounge was being prioritized for QR customers at that time (they had a departure in the next hour or so) and told me to come back 90 min later (which I did, and it was lovely).

I’ve only used the QR SIN lounge when flying QR and for the morning flight it’s usually light on for numbers and never busy but on the evening flight it’s usually has often been busy and I’ve seen passengers from other airlines turned away.
I don’t have a problem with any airlines looking after their own pax though and if I was ever in that predicament the silver lining is that SIN has some decent options to tide you through
