Book and pay for a flexible bundle, then wait for a schedule change to take the opportunity for a refund on the original ticket?

You may like to look deeper at those QF vouchers as many such expiries were extended last year
Probably Dec 2023 but at least until Aug 23 depending on when and who cancelled (QF or PAX).
 
Sample-of-one input to this topic, 5 months after it started …

My better-half has just been booked on a return Y flight to Switzerland. Booking occurred a week before the flight, because when you’re in federal government it takes over 3 months to get these things approved apparently. Now the total cost of the fare is about $2600, which sounds like a lot compared to pre-COVID except that the agency they’re forced to use never managed to get her the discount airfares back then anyway, and the numbers we used to see like “$1300” and “$1800” were discounted (even if those discounts were quite widely available) … making this fare pretty much the same as she was paying pre-COVID.
 
It's not just international flights, my upcoming domestic fares within Australia are about double what I paid pre-pandemic.
I used to commute to between Albury and Melbourne on Rex. Generally about $100 each way. QF came on to the route (and Rex departed), slashed the frequency by 2/3rds, and the prices have basically tripled. I don't know of anyone who uses these flights now, and the medical specialists, who used to fly in, in the morning, and out in the evening, have pulled out.
