Aussie SIM plan for long term stay in Chile and South America

i'm going to be working in chile for about a year and i need a cheap simple Australian sim only plan for receiving text messages (mostly banking and verification related). data or voice i don't care about. been looking at optus/telstra/vodafone/virgin and they all come in at $30-35 per month for their cheapest sim only plan. is there any cheaper virtual carrier i should look at for an easy deal on a plan with roaming in chile and south america?

i also need to be able to withdraw cash, but from reading here it seems like the Citibank Plus account is the way to go :)

Hmm, I didn't realise they only supported certain countries.

Looks like Vodafone might have a similar deal though? They have a pre-paid product with 365 day expiry and they definitely list Chile as a roaming destination.
