The previous protests relate to other matters and the protesters were giving provision to comply with CHO orders.

I think under the work exception.......I keep reading about people in Vic being issued with fines for being at convenience stores and restaurants that dont deliver after 8pm - if those venues donet offer delivery, how are they allowed to be open after 8pm?
I work night shift one week per month. Around the corner from the office is 7/11 which I occasionally frequent for coffee or a snack if I manage a break, and also walk around the block to get some fresh air. Your point is taken, but your example provides for one enforcement officer dealing with two simultaneous crimes. The protests are separated by months and with countless enforcement officers available...I guess you mean enforcement......it happens quite often.
