B747 Row 14 blocked for WP?

Today I tried to get alloacted by the call centre row 14 on B747 LAX-JFK on QF11 for Sep and was told they were blocked. Advised to contact them a few days before flight. Have previously had no issues with row 14 as a WP.
 
Row 14 should be available to WP. I've certainly been able to book it before. I wonder if the seats are actually already allocated, rather than blocked?

Premium Desk advised the seats were unllocated but they couldn't access them I wonder if on QF 11 they hold for CL or P1 connecting from the various ex AUS flts channelling to QF11.

I know its not like for like, but I can see a Row 14 seat open on my SYD-SFO (B747) as WP. ExpertFlyer shows it blocked and three seats taken.

Strange - we had no problem selecting row 14 for QF27/28 that's coming up in a couple of months.

No, not holding them for anyone as far as I can see.
This is QF11 in June LAX-JFK. I already have 5J, row 14 not blocked 01456033331.jpg
