Bag drop opening time at SYD International

According to the Jetstar web site bag drop opens 3h before departure for international flights. Is this strictly the case when the counters may already be staffed for earlier flights? Will the agents simply refuse to accept checked bags until my particular flight opens? Just wanting to maximise lounge time so looking to drop off my bags as early as possible.

With domestic flights I think it is only 2 hours. I've had to wait quite a few times until flight is open for checkin.

My experience at the Melbourne domestic terminal some months ago where they have automated bagdrop machines is that the console displays a message saying too early and requests you to come back after the appointed time.

JQi is just as strict in my experience...
