The DoT exception has not changed at all. From April 2015, a number of changes came into effect. The two changes that are public-facing are:

1. Canada's CTA decided to follow the US DoT's exception rules. That means the US DoT exception now applies to tickets where the furthest ticketed point is in the US or Canada.

Note: beware of RTW/circle type tickets, just because it involves travel to the US or Canada, it does not always mean the US DoT exception rules apply.

2. IATA amended resolution 302 with a number of changes, though the main one the travelling public would be affected by is the change from most significant (operating) carrier to most significant marketing carrier.

I know of a RTW ticket in whY that was majority QF SYD/DXB/LHR & JFK/LAX/SYD whuch had a two piece allowance however the LHR/JFK sector on BA was only one piece.

That cannot have been a oneworld explorer (e.g. LONE4) fare as a minimum baggage allowance is written into the fare rules.

Two free pieces of 23 kilos each shall be permitted. Additional allowances may apply. Refer to individual carrier websites.

Is the iflybags.com website reliable? I plugged in all my trip details to USA and return and it came up with no baggage fees. Just don't want any nasty surprises.

It most likely wasn't a oneworld explorer RTW. For such a routing, other fares exist to create a RTW without using a oneworld explorer fare.
 
Unfortunately it seems that this is anything but seamless, and most check in agents don't know what the rules are either.
I had an awful experience checking in at SFO a month ago - right when Qantas were on TV advertising the great new partnership! Bearing in mind I am a WP / OW Emerald - I was travelling one a single QF issued itinerary - SFO-LAX in Y on AA metal with a QF flight number, followed immediately by LAX-MEL on QF94 in J.
I was checking in a small duffel bag of 18lb and a suitcase of 51lb . After a 15 minute discussion with the agent, showing her the website on my phone etc with some rude interjection by the adjacent agent telling me that "AA doesn't recognise your status" a Supervisor finally checked me in with no further dramas. I acknowledge that I was "technically" 1lb or actually 130g over my 23kg allowance - usually this sort of thing just slips through unnoticed, especially with my WP/OW status, plus connecting to a trans Pacific flight in J!!
