Baggage allowances to Africa

A while back Emirates changed the baggage allowance method for flights to/from Africa to the piece system instead of a KG allowance (so pretty much now the same as QF uses for flights to the U.S. etc). Does anyone know if this was done because of an industry decision by IATA or was it just something that Emirates did on its own initiative?

Reason for asking is future planning - if I fly MEL-DXB-CAI in Y on an Emirates issued ticket then as a QF Gold I get 3x 23kg bags - which enables me to carry plenty of camera gear etc without any hassles, but if I fly on the same EK aircraft MEL-DXB-CAI on a QF issued ticket then all I get is 46kg as a QF Gold. I'm trying to figure out if Qantas just haven't yet updated to the new system to Africa etc, and how I can get the 3x 23kg allowance when booking the flights on a QF ticket? (its damn annoying being limited to 46kg just because I want the SC's by booking it with QF flight numbers.
 
Thinking and reading into this further....

My flights are QF up to Singapore, and then EK (with QF flight numbers) SIN-DXB-CAI, and the reverse to get home. Given that the QF flights to Singapore are all in IATA Area 1, and then I am crossing into IATA Area 2 while flying on EK metal - shouldn't that mean that I should then be eligible for the Emirates baggage allowance under the Most Significant Carrier rule?
 
But you wouldn't get the 3 bag allowance on EK if it was a QF issued ticket, so I don't think the MSC rule can magically change that. It would only be if the SIN-DXB leg was an EK flight number I think.

I suspect that you might be right - will require some fancy bookings next time!
 
The next thing to figure out is whether the marketing carrier rule applies - if I book through the QF website SYD-SIN on a QF flight number connecting to a SIN-DXB flight on an EK flight number - is Qantas considered the marketing carrier for the EK flight even though it is an EK flight on EK metal?

Why would QF be considered the marketing airline if the EK flight has an EK flight number?

I've just been reading up on the definition of Marketing Carrier - was fearful that it would be Qantas seeing as they were selling the ticket but no - as you have suggested it would be EK even though I am buying it through the QF website. I just realised though that the smart thing to do might be to fly Qatar from Singapore to Cairo and pick up the SC's as Qatar flights don't have to have a QF flight number to get SC's
