Who can witness also depends on the state. In Victoria the list is huge and includes pretty much any public servant who has been employed for five years or longer.

If VA is imposing restrictive conditions over and above that they are being very unfair. Wonderful.

Not that it really matters for this purpose, but it depends on whether you being required to give a stat dec under the Commonwealth Act (which this one appears to be) or an oath or declaration under the specific state's own Oaths Act (or however named). Some states are quite restrictive, some are quite relaxed.

That is just the registered or licenced occupations list. Commonwealth stat decs can also be witnessed in front of 40 other categories of people including accountants, APS employees, members of parliament, police officers, teachers, etc, etc.
