Would it be reasonable to expect an investigation like this to be completed within (say) 18 months and the report then handed to the authorities in Singapore?

There will be an exhaustive review. The report will be released when finished. I think there is some form of convention for the timing of interim reports, but I don't know what it is.

Am I correct that the report may never be publicly released, or released after having been censored?

I don't think you're correct on either of those assertions. It will be an interesting read, that a great many pilots, and some makers, will get many lessons from.
 
I think the operator gets to make comments on the draft prior to release, but it will be released. Some previous reports Investigation Report | Ministry of Transport, Singapore

Comments are allowed by a number of parties (the crew for instance), but they don't get to censor anything. Basically you can discuss wording, or any mistakes. And of course the authority can note your comments and ignore them if it wants.

One hopes if there are internal lessons or immediate operational issues those will be actioned as soon as possible.
 
Hopefully - but I have no idea of the culture involved here.

Culture at SQ?. I would say it's one of the more well run airlines in the industry??. I would put it up there with your favourite airline. I just don't think the Singapore Girl will be of any use in an emergency where physical strength is a requirement. Maybe it's the dress they have to wear and cabin crew size specs. But who knows some of them may be a 8th Dan black belt
 
Interesting watching Air Crash Investigations S15E4 on China Airlines 120 which caught fire at a stand in Japan after the flaps were pulled back pushing a bolt into the fuel tank of a B737.

In this case there was no prior warning so fire services took some time to arrive and an evacuation was ordered after completing the checklist. People went out the side the due was on from the front and rear... too much smoke by the time the pilots went to go so they went out the coughpit window - the second officer being thrown off the rope when an explosion took place.

Obviously a very different cause I suspect but another case of ground fire
