Can a Flex Y ticket be changed to a Sale J ticket without charge?

Just wondering if a Sale J fare is considered to be "equal or higher" than a Flex Y fare when changing the ticket? (so as can change without charge).
 
Yes, I've changed Y to I before. Just check the fare rules of I as the change or cancellation rules may not be as liberal once you change it, depending on routing.
 
For QF, the equal or higher rule is based on pure dollar figures. QF don't restrict changing between cabins.

Some airlines however have rules where it must be equal or higher AND also equal or higher RBD (ie. subclass). Eg. if your ticket was in D class, you can only go to D class or higher and you also have to respect the equal or higher fare value rule.

The DIY approach would be to cancel to voucher and then rebook to what ever flight/class you want albeit via the “voucher” portal.

Any downside?

Yeah, I recall reading here that sometimes Sale fares aren’t reflected correctly? And AFAIK, can’t handle mixing and matching revenue and CR.

In my experience the voucher portal does not match sale fares (at least in J).

Provided you get a competent agent, you can call & explain that the fares don't match. The agent should be able to book the sale fare you see and waive the booking charge.
