Can I transfer Amex Membership points between family members?

If you look at the 2nd posted page of the Amex form above it is the T&C's and covers exactly what types of transfers will incur a fee...

Yeah pretty sure my scenario mentioned doesn't but any input from other members who have done recent transfers haven't been stung by a fee only to challenge Amex about it.
 
Just to confirm if its from my Amex Ascent (Platinum Edge) to the Mrs' Amex Ascent (Platinum Edge) there is no fee correct?

Per point 6 in the T&Cs, there is a fee if you transfer from:
- Gateway to Ascent or Ascent Premium
- Ascent to Ascent Premium (apparently not Ascent to Ascent)
- To or from any David Jones American Express Rewards

I read this as the following would not be charged a fee:
Gateway to Gateway
Ascent to Ascent
Ascent Premium to Ascent Premium, Ascent, or Gateway

Basically there is a fee to transfer to a higher level rewards program, but not an equal or lessor level program (except DJ).
