Can Qantas points be used with an airline that isn't part of One World?

As above, QF has many partners that are not part of oneworld.

as example: Emirates, El Al, WestJet, Air Tahiti Nui, Bangkok Airways, KLM, Air France, etc (see the link above re partners)

Can Qantas points be used with an airline that isn't part of One World?
Just to make it 100% clear, Qantas points can be used to book flights (through Qantas) with airlines which are not part of OneWorld (see partners in above links, etc).

The points themselves cannot be used with any other airline (OW or otherwise).
 
The classic awards, which as per the article Mattg posted are the best value for airline redemptions can, as everyone suggested be used for tickets on a certain list of airline partners, which includes oneworld airlines and a limited number of other partners.

If you go for points+pay , where you are essentially using points to pay for a commercial ticket instead of $$ (at what many would suggest is an extremely poor value), you can use on any airline the Qantas booking engine throws up, usually in conjunction with Qantas flight(s).
