Outside the On departure upgrades offered by the Qantas Frequent Flyer scheme, you might be able to pay for an upgrade by paying the fare difference + a change fee.

If you are referring to Qantas then you may be able to pay at check-in to business class but you will more than likely need to visit the sales desk and pay the difference between the discount economy airfare and FULL business class airfare.

I don't think there would be many people prepared to pay that sort of money for an upgrade....

As mentioned, the only way (depending on the rules of your current ticket) is to pay the full price difference between your fare and the available business class fare, plus any additional change fees. This typically makes it far more expensive than it would have been to just pay for the business class seat in the first place.

Qantas don't have any 'cheap upgrade seats' available. They will happily fly without people in them rather than try and flog them off cheaply (if they did this, a lot less people would pay for business class and just take their chances at the airport, meaning business class would most likely be more like economy with bigger seats, just see the US airlines for an example ).

Jetstar have been known to offer paid-for upgrades at check-in to Star Class, but they're technically a low-cost carrier, and whilst owned by Qantas, they operate very independently.
