Rental car hire rates vary daily, a quick check at Qantas.com will show the big 4s rates.

You can also look to the budget car hire type companies with no offices at the airport so you then either get picked up by them or get a train or cab to them. By the time you add those expenses in probably work out cheaper to just use one of the big 4 at the airport.

If you are staying in the city just get the train in and then pick up a hire car from the city and that will save you the airport surcharge if that works for you.

Some companies like Alpha will pick you up in their shuttle and take you to their office about 5-10 minutes away. I haven't used them for rental, just parking.
